Context and sources
In July 2026 Moody’s kept Paraguay at Baa3, stable outlook, inside investment grade. Standard & Poor’s also rates the country investment grade (BBB-, stable). For a foreign investor, Law 117/91 sets equal treatment of domestic and foreign capital, property rights and exchange freedom, within the applicable rules. Currency, tax and remittance should be reviewed with qualified advisers.
GDP growth projected for 2026. The Central Bank of Paraguay revised the growth forecast from 4.2% to 4.5% in June 2026. In the first quarter, GDP grew 5.8% year on year, with a positive contribution from construction.
Homes affected by the housing deficit. The INE study based on the 2022 census identified a need for 108,678 new homes and more than a million dwellings that need improvement. That matters for new-build and for refurbishment.
Gross yield reference for apartments. In July 2026, a survey of 24,132 live listings estimated an average gross yield of 8.0% a year for apartments in Paraguay. It is a market reference, before vacancy, tax, maintenance and operating costs.
International tourists in 2025. The country recorded 91.24% growth in international tourist arrivals in 2025. That draws attention to lodging, short stays and destinations with proven demand.

A technical reading of the opportunity
We review the land or property, its build conditions, access, siting and obvious limits. When the decision involves legal, tax or commercial questions, the project should also involve specialists in those fields.
Architecture aimed at use and the market
The design is not born from aesthetics alone. Circulation, area, number of units, light, air, privacy, durability and maintenance are thought through for the audience and the investment objective.
Budget and planning

What an investor usually asks before going further.
Can foreigners invest and build in Paraguay?
Law 117/91 sets equal treatment of domestic and foreign investment. The legal structure of the purchase, the origin of funds, tax, residence, registration and any specific restrictions, including in border areas, should be checked with qualified professionals before you invest.
Do I need to live in Paraguay to build?
You do not need to be on site for every stage. MU organises remote communication, site records, reports, approvals and follow-up meetings. Legal and immigration questions should be reviewed separately according to the investor’s profile.
Can I start without owning land?
Yes. You can start by defining capital, region and objective. Before a purchase, MU can give a technical-construction reading of selected options. Property search, legal due diligence and negotiation are done by MU only if that service is formally included, or by specialist partners.
How much do I need to invest?
There is no single figure. City, land, area, number of units, specification, infrastructure and purpose change the budget completely. The initial review exists to align the project with the capital available.
What return does MU guarantee?
MU does not guarantee a return. Construction is an essential part of the investment, but the result also depends on the land, demand, sale or rent price, vacancy, operations, tax, finance and the market moment. We work to plan and deliver the building with clarity, quality and economic coherence.
Is it better to build to sell or to let?
It depends on capital, timing, location, the need for liquidity and how much operation the investor is willing to keep. The review should compare scenarios before a decision.
Does MU build properties for Airbnb?
Yes. MU can design and build properties for short stays. The project should consider guest experience, occupancy, outdoor areas, durability, cleaning, maintenance, photography and seasonality. Hospitality management is defined separately.
Does MU carry out investment refurbishments?
Yes. Refurbishments can reposition residential, commercial and hospitality properties, provided the technical survey and the budget support the opportunity.
Does MU work outside Asunción and San Bernardino?
Yes. The firm has nationwide coverage and reviews projects across Paraguay. Logistics, team, permits and programme are planned according to the region and the scale of the works.
How long does it take to build?
The programme depends on typology, area, complexity, permits, location, material availability and client decisions. The timetable is set once the scope and the design are sufficiently developed.
